职能Mandate
团结、代表并服务全球合作社，守护《关于合作社身份的声明》（1995）所确立的定义、价值与七项原则；在联合国、国际劳工组织等政府间体系中代表合作社运动发声，推动有利于合作社的法律与政策环境。
成员Membership
成员为合作社组织：各国合作社联合会（apex）、行业联合会与大型合作社企业，分正式成员与准成员；国家本身不作为成员。申请经区域组织审核、理事会批准。成员按规模缴纳会费并获得相应的大会投票权。 部分国家的顶峰成员同时是政府机构或由政府主管，其参与呈双轨：对内履行外事审批与经费审计，对外以平等成员身份行使表决、提名与理事会决策权。
治理Governance
大会（General Assembly，最高权力机构，成员组织代表参加）→ 理事会（Board，大会选举，含主席、副主席）→ 主席与总干事（Director General，秘书处执行首长）→ 四个区域组织（亚太、欧洲、美洲、非洲；区域主席同时是联盟副主席）与八个行业组织（农业 ICAO、保险 ICMIF、银行 ICBA、消费 CCW、工业与服务 CICOPA、住房 CHI、健康 IHCO、渔业 ICFO）→ 专题委员会与网络（性别平等、青年、研究、合作社法、传播）。世界合作社大会（World Cooperative Congress）不定期召开，是议题设置与身份声明修订的场合。
决策Decision-making
大会按章程表决，成员票数与其规模、会费等级挂钩（细则以现行章程为准）；理事会决议以多数通过；重大身份文件（如 1995 年声明）在世界合作社大会上以广泛共识方式通过。作为非政府组织，其决议对成员是道义与章程约束，对政府无约束力，影响力靠倡导与咨商渠道实现。
秘书处Secretariat
总干事领导的布鲁塞尔秘书处，负责成员服务、倡导（advocacy）、研究与传播（World Cooperative Monitor、.coop 域名）；四个区域办公室各有主任，承担区域倡导与项目。

        理事会下设的程序性委员会：治理委员会审查工作计划与预算的对应关系并向理事会提出拨款建议；选举委员会审查理事增补与选举候选人资格，由主席把合格候选人提交理事会表决；拨款监督委员会审议财务执行监测材料与区域拨款使用。它们只出「建议」与「资格确认」，任命与拨款决定权在理事会。总干事遴选另设临时委员会，负责纪要、书面问题与面试。

        亚太成员的区域大会、区域理事会与新德里区域办公室：组织区域大会与合作社论坛、区域研究与培训项目，并把亚太成员意见带入全球理事会。区域主席由区域大会选举，依章程兼任联盟副主席；区域理事会席位由成员竞选产生，候选人会向各国成员发求票信。全球理事会重大议题（如会费与票权）讨论前，区域办公室会先召集本区域全球理事交流，形成区域意见。
