Summary部长级会议以决定形式通过协定案文，作为《WTO 协定》附件 1A 的新协定。第 3 条第 1 款「No Member shall grant or maintain any subsidy to a vessel or operator engaged in illegal, unreported and unregulated (IUU) fishing」是核心禁止性义务，用 No Member shall 取代 Members shall not，强调无例外。协定同时以第 7 条设立技术援助机制、第 12 条规定若四年内未达成全面纪律则协定终止（日落条款），是谈判中换取发展中成员同意的制度性让步。
