The Vietnam Cooperative Alliance (VCA), formed in October 1993 through the merger of the former Central Union of Handicraft and Industrial Cooperatives and the Vietnam Supply and Marketing Cooperative Management Committee, is headquartered in Hanoi and is the national apex organisation representing and safeguarding the rights and interests of all types of cooperatives in Vietnam. According to its data, VCA connects tens of thousands of cooperatives, numerous mutual-aid groups (quasi-cooperatives) and dozens of sectoral cooperative federations, with business spanning every field, and is dedicated to advancing Vietnam's cooperative movement. VCA is a member of the International Cooperative Alliance and its Asia-Pacific region, and together with the Vietnam Chamber of Commerce and Industry, is one of the ILO's tripartite partners in Vietnam.

中外交流互访资料整理显示:越南合作运动历史较长,合作思想于20世纪20年代传入,1952年出现早期手工业合作社,1996年《合作社法》重新界定合作社概念、组织制度和运行模式。资料提到,1996年后各类新型合作社快速发展,至2008年6月约有各类新合作社17900个,其中农业合作社约8553个;合作社涉及农业、手工业、渔业、运输、商业、信贷等领域。越南从中央到省、县建立合作社组织指导体系,合作社部门集中大量劳动者,并在农村生产生活服务、地方经济社会项目实施、小额信贷、手工业、运输等领域具有重要作用。
